This book presents a concise yet comprehensive account of the Shenzhen Foundation for International Exchange and Cooperation as a key driver of Shenzhen’s people-to-people diplomacy and international engagement over the past decade. Through representative case studies, it traces the city’s evolution from “going global” to building sustained global networks, using public welfare and cultural exchange to connect partners across public health, education, youth exchange, and urban sustainability.
Beyond documenting outward engagement, the book highlights Shenzhen’s role as a megacity that advances regional cooperation and mutual learning through a “Value Plus” approach. It offers a practical case of how Shenzhen has moved from a Special Economic Zone to the forefront of city diplomacy, contributing a distinctive urban perspective to global governance.

About Us

Founded in December 2014, SFIEC is the first non-public foundation in China committed to promoting international exchange and cooperation and facilitating the city’s internationalization. The mission of SFIEC is to establish platforms for international exchange and cooperation, facilitate the innovation and internationalization of Shenzhen, and engage different social entities in global governance.
