Shenzhen Foundation for International Exchange and Cooperation (SFIEC) is one of the first non-public foundations in China that aim at promoting international exchange and cooperation and facilitating the internationalization of a city.
Since its establishment, SFIEC has carried out over 70 international exchange and cooperation activities and funded projects in 30 cities, 22 countries in 6 continents. The Foundation has facilitated more than 280 international activities, covering 8 key areas of economy & trade, technology, education, culture, art, environmental protection, sister cities, health & hygiene, from which more than 7,000 people directly benefited. It established diversified international communication platform for the non-profit organizations, think tanks, enterprises in Shenzhen.

Under the LMC framework and the supervision of Shenzhen Foreign Affairs Office, SFIEC has been working on the "Shenzhen x Lancang-Mekong Initiative" since December 2017, comprising 4 initial projects: "Special Economic Zone Experience Sharing", "Mekong River Sunlight Villages", "Mekong River Brightness Action—Cataract Cure" and "Genetic Screening for Thalassemia and Deafness"
At present, this Initiative and related projects have received enormous attention and support from the LMC Secretariats of the six countries (China, Cambodia, Laos, Myanmar, Thailand and Vietnam). Some of the projects were selected into the second-phase cooperation list issued at the second Lancang-Mekong Cooperation Leaders' Summit.
Value Plus is the project co-initiated by the United Nations Development Program in China (UNDP), the China International Center for Economic and Technical Exchanges (CICETE), and the Shenzhen Foundation for International Exchange and Cooperation (SFIEC) in 2019. It is going to build an innovation pilot zone in Shenzhen to explore possible solutions addressing the challenges faced by civil society organizations (CSOs) in the process of “Going Global”; through policy guidance, capacity building, and resource match-making initiatives, the project aims to enhance the capability of CSOs so that they can participate in international issues and global governance in a more professional and innovative way, be integrated into international cooperation and promote sustainable development, and effectively enhance the level of internationalization of Shenzhen. Meanwhile, by creating an appropriate and innovative ecosystem for international development cooperation, the project aims to provide a civil society dialogue platform between Shenzhen and the international community, facilitate capacity building of Chinese civil society to engage in global governance and to promote SDGs, and build an innovation and demonstration platform guiding CSOs to integrate into international development.
